A rag dipped in hot water if you're at home... and patience, rather than force, to avoid scratching the paint. Or simply spraying long enough with high-pressure soap in most DIY car washes (that's the way I do it most of the time). And after that, a sponge while spraying low-pressure soap finishes the job.
I use a pressure washer. Haven't had to deal with tar but lots of dry hard bug carcasses and juice and it comes off easy..
