I am curious, can the under cover that has brake cooling openings from the Track Edition be fit to the 2016 Premium?

It can but the track edition has holes in the fender liner and then mounted air deflectors to make them 100% operational.

But yes the track edition lip will fit a GTR 2012-2016

They are yes but it's probably not worth the trouble honestly as the airflow system they have isn't that great and you won't notice much of an improvement. Some air will get to the rotors as is. If you have access to a track edition lip I would get it and maybe modify your fender liners.

I know it is expensive, just wondering if it can be done and what parts are needed....appreciate the help.  Must fit a 2016 Premium, preferably without modification.

yes just the lip undertray is all you need. the track lip is actually identical to the 2012-2016 lip/undertray piece.    they literally  just cut holes in it and put the carbon inserts and air guide fins

its exactly the same as the $1500 lip but its 4 times a much just for those inserts and ducts you see in the pic below.   NIssan just cuts some of the plastic and  that funnel insert with the carbon duct opening is literally placed into the standard OEM bumper at the factory

it also has these metal air deflectors that sort of route the air to the rotor...sort of

its not a direct cooling system by any means after the air enters the duct in the post above its guided along the carbon fin area you can see and then it hits the hole in the fender liner and then down to these metal scoops below
