With a built engine you can go above the 650wtq limit for sure but then the stock clutch in the trans is going to be unhappy.

I think you mean 650 tq, not hp. As long you keep torque below this, it seems these engine usually hold up. This is the trick to keep the rods straight and still have plenty of hp (800 whp) up top.

Being a 2017 with low mileage it shouldn't need new oil pump and the chains should all be good although replacing the primary chain isn't a bad idea.
 
You certainly don't need to upgrade the heads or cams or even valves if you plan to stay at 800whp. You can also use OEM main and head bolts at that power level without issue as well.

But when I heard a lot of stories about how weak the connected rods its May let the engine failed any time

So I decide to build the engine with just the parts need to handle 800 whp for daily use

What I concern now is :
Piston and rod Manley upgrad
Main and head studs ARP
Crank balance

Do I need to add more upgraded parts or should the OEM another part will handle that kind of power
For example should I do something with :
heads , cams , values , chains , oil pump etc .

As I mention just try to do as minimum parts I can thats handle the 800 whp
