Title is the question, how much hp is the block good for before cylinder sleeves are needed?
(Assuming you have built internals)
Maybe so for track/drag cars, but daily drivers running 700-900 hp are ok?

There are several people running 1000hp+ on non-sleeved blocks.

i think there are more than just the sleeves in order to make these blocks bulletproof for 1000+whp continous power. many blocks (both sleeved and reinforced with liners) have been totaled due to block cracking at high torque numbers.

The block only needs to be reinforced to handle a lot of power. Liners and sleeves all depends on you or your tuners preference. Switzer doesn't use any liners/sleeves iirc. Ams and greddy do.
