He definitely assumed theta lane was moving equally, I would of also.Looked like the driver assumed all lanes would be moving at about same speed, It's not a good idea to be putting down the power and changing lanes since the vision can be impaired momentarily coming out from a dark tunnel to light.
I believe that after an accident such as that, the damage would be the cost of getting yourself a new car with better brakes.What's crazy is, that mistake will cost close to 30k if not more, not sure when that vid was posted but years ago my buddy had a blue Viper GTS with the white stripes and lost it around a turn wiped out the front and i remember him telling me the damage was 40k.
